Long-awaited public procurement law reform to Parliament
The Finnish Government has submitted its long-awaited public procurement law reform to Parliament. The proposal introduces a 10% minimum ownership requirement for in-house companies, tightens competition rules and strengthens obligations such as market consultations and contract splitting.
While the reform aims to increase competition and efficiency, it is expected to impose significant structural and financial adjustments on municipalities and wellbeing services counties, and its entry into force may still be delayed due to constitutional review.
